Desiring to establish, under this Agreement and on the basis of reciprocity, efficient and expedited procedures for the identification and safe, orderly return of persons who do not fulfill or no longer fulfill the conditions for entry, stay, or residence in the territory of Serbia or any European Union Member State, as well as to facilitate the transit of such persons in a spirit of cooperation;
