About the Pool of Trainers

The Pool of Trainers will play a crucial role in regional capacity-building on migration management in line with EU acquis and international standards. Trainers should be identified and nominated by Western Balkan project beneficiary institutions, associated project partners (Ministry of Interior of Slovenia, Ministry of Interior of Austria, Ministry of Migration and Asylum of Greece) and organizations specializing in migration and asylum involved in the Western Balkan region. Additionally, individual experts may also apply through the Regional Migration Training Centre (RMTC) website. The Pool of Trainers functions as a database of contact details for trainers who are, in principle, considered competent to contribute to the realisation of the training activities of the Western Balkan institutions and organizations.

This guideline has been developed by partners of the project “Strengthening the Regional Cooperation on Migration Management between Western Balkans and Neighbouring EU Member States in accordance with EU Acquis and International Standards – MIRCO.” The guidelines provide instructions and application criteria for experts wishing to join the Pool of Trainers at the Regional Migration Training Centre for the Western Balkans (The Pool of Trainers). The main Western Balkan project beneficiary institutions included in the establishment of the Pool of Trainers are the Commissariat for Refugees and Migration of the Republic of Serbia, Ministry of Security of Bosnia and Herzegovina, Ministry of Interior of North Macedonia and Ministry of Interior of Montenegro. The application process aims to ensure high-quality training in migration management by engaging experienced professionals in the field.

The Pool of Trainers is a specialized group of trainers, professionals, advisors, and experts from the Western Balkans partner countries, each with expertise in various aspects of migration. These individuals provide training within the RMTC on current migration issues and trends. The pool includes, but is not limited to, migration officers, practitioners, lawyers, and academics, all of whom have successfully completed the application process as outlined in these guidelines. Each trainer is specialized at least of least one RMTC training curriculum.

The Pool of Trainers consists of both Accredited Trainers and Non-Accredited Trainers.

Accredited Trainers

Are members of the RMTC’s Pool of Trainers who have received formal endorsement or accreditation from recognized certifying bodies, educational institutions, or professional organizations within the migration management field, having met the necessary qualifications and complied with their established guidelines.

Non-Accredited Trainers

Are members of the RMTC’s Pool of Trainers who, although possessing substantial expertise and experience in migration management, have not yet received formal endorsement or accreditation from recognized certifying bodies, educational or professional institutions within the field. While these trainers may have completed relevant capacity-building programs such as Train the Trainer courses under migration management projects, they have not met the formal criteria for accreditation or endorsement by the relevant institutions.

Nomination and Application Process

Trainers should be nominated by Western Balkan institutions, associated project partners and organizations actively involved in migration and asylum in the Western Balkans. Alternatively, trainers may also apply directly through the RMTC website.

Application Requirements

Nominations/applications must include the following documents:

  • A completed application form;
  • A detailed CV outlining expertise, experience, and qualifications;
  • Copies of relevant certifications and accreditations;
  • For Nominated Trainers: A recommendation letter from the nominating institution/organization;
  • For Other Trainers: Personal statement of motivation;

Additional Documentation

The prospective non-accredited trainer is required to submit additional documentation to verify the fulfilment of the above requirements, including but not limited to:

  • Training delivery records;
  • Educational qualifications;
  • Employment records;

Self-assessment and Trainers’ Profiles

Trainers are invited to prepare a profile that can be accessed by any visitor to the Pool of Trainers at the RMTC’s website. All trainers in the pool are also expected to renew their profiles and update their self-assessments every third year at least. The self-assessment data and other details about the trainers are accessible only by the designated staff of the Regional Migration Training Centre for the Western Balkans.
