Circular migration is a topic of growing importance, for which information is needed for policy development at both the European and global level. However, the scale of circular migration is difficult to estimate. As comparisons between different countries and their policies regarding circular migration are becoming more relevant for policy development and evaluation purposes, there is a need to establish an international definition of what circular migration is and how it can be
measured and compared between different reporting countries.
