There is no universally agreed upon definition of ’migration‘, just as there is no clear, agreed definition of ’development‘. Nonetheless, to create a meaningful strategy to address migration and development some basic working notions of ’international migration,‘ ’development’ and ’poverty reduction‘ must be identified.
