Promoting Evidence-Based Migration Management to Maximize Migration’s Development Potential

Project “Promoting Evidence-Based Migration Management to Maximize Migration’s Development Potential” (MPTF) implemented by:
IOM (coordinator), UNICEF, UNHCR, and UNDP. The Commissariat for Refugees and Migration (KIRS) is the end beneficiary.

The 24-month project (until August 2025), valued at USD 2 million, aims to strengthen KIRS’s capacity in:

  • Managing migration training systems

  • Data collection, processing, and analysis (national/local levels)

  • Policy development and monitoring in migration management

  • Enhancing collaboration with academia

Implementation partners include four UN agencies (IOM, UNICEF, UNDP, UNHCR), with KIRS as the primary beneficiary institution.

Project Structure:

Component 1 – Strengthening KIRS’s capacity for migration training system management:

  • Hiring experts to ensure training harmonization/quality and establish a Migration Training Center (MTC) per national legislation

  • Training coordinator for MTC Plandište (curriculum planning, methodology, documentation, decision-making systems, quality control)

  • Development of 12 new training programs

  • Collaboration with International Institute of Humanitarian Law (San Remo)

  • Trainer trainings and workshops for government/LSU representatives

  • Localization of Global Compact on Migration (GCM) guidelines

  • Capacity building for GCM data reporting

Component 2 – Enhancing KIRS’s migration data management:

  • Deployment of 2 officers for continuous work with LSUs on Local Action Plans (LAPs)

  • Workshops with LSUs and Local Migration Councils

  • Technical assistant for child migration data

  • Data protection system development expert

  • Shelter profile updating officer

  • National/local data analysis officer

  • Custom software development for LAP monitoring

  • IT equipment procurement

Component 3 – Academic partnership strengthening:

  • Research grants on migration topics

  • International conference support

  • IDAC network membership expansion

  • Regional conferences on refugee/asylum protection

  • Educational materials procurement

Training Activities
The project will develop 12 curricula and conduct ~60 trainings for government, local authorities, NGOs, and partners at KIRS’s Migration Training Center in Plandište.
